New York City police are investigating Saturday’s protest near Gracie Mansion as an ISIS-inspired terror act after improvised explosive devices were thrown. The devices, containing nuts and bolts, failed to detonate but could have caused severe harm. Two individuals are in custody as authorities collaborate with federal agencies on the probe.
